Not later, not after coffee. If they answer, open with their action, not your pitch:

"Hi [Name], this is [Your Name] with [Brokerage]. You just [requested a home value] a few minutes ago, so I wanted to catch you while it's fresh. Got two minutes, or is now bad?"

What if the lead comes in at night or while I'm with a client?

Run the sequence at the first reasonable moment: text and email can go out quietly even when a call can't, and a late-evening lead gets the call first thing in the morning. The plan is a clock, not a punishment. Starting it at minute 40 still beats the agents who start tomorrow.

Should I call again if they don't answer the first time?

Yes, once more inside the hour, at minute 45 to 60, with no second voicemail since the first one is still there. Between the two calls, the text and email do most of the reply-generating work. After the first hour the lead moves into a one-week rhythm of day 1, 3, 5, and 7 touches.

What should the first text say?

Reference their request, confirm you're on it, and ask one small question: "Got your request and I'm on it. Anything specific you want me to look at while I'm in there?" Most first-hour replies come from this text, not the call, because it's easy to answer with one thumb.
